This business history analyzes the connections between private business, disarmament, and re-armament as they affected arms procurement and military technology transfers in Eastern Europe from 1919 to 1939. Rather than focusing on the negotiations or the political problems involved with the Disarmament Conferences, this study concerns itself with the business effects of the disarmament discussions. Accordingly, Schneider-Creusot, Škoda, Vickers, and their respective business activities in Eastern European markets serve as the chief subjects for this book, and the core primary sources relied upon include their unpublished corporate archival documents. Shifting the scope of analysis to consider the business dimension allows for a fresh appraisal of the linkages between the arms trade, disarmament, and re-armament. The business approach also explodes the myth of the 'merchants of death' from the inside. It concludes by tracing the armaments business between 1939 and 1941 as it transitioned from peacetime to war.

"The defense industry develops, produces, and sells weapons that cause great harm. It operates at the intersection of the public and private sectors, with increased reliance on technology companies. Although such firms exist primarily to serve their host states, they routinely interact with foreign legal systems and diverse cultures. This context creates unique ethical challenges. That being the case, is the defense industry ethically defensible? How should it be regulated? How should it respond to worrisome technological developments such as autonomous weapons systems? This book analyses the structure and motive forces that shape the global arms transfer and production system. The author distinguishes three tiers of arms producers, defined by such factors as defence production base, military research and development capabilities, and dependence upon arms exports. These factors interact with underlying political, economic, and military motivations to drive states to produce and export arms, and provide the force which directs the international trade in arms. The author discusses the United States and the Soviet Union, the European arms suppliers, and the emerging arms producers of the developing world. Although it concentrates on the contemporary period, the book covers a wide historical span, from the development of military technologies in the fifteenth and sixteenth centuries to twentieth-century revolutions in weaponry. By focusing on the processes of technological innovation and diffusion, the author shows the evolutionary nature of the spread of military technologies, and situates the current arms transfer system in a broad historical context.
